Prison, Restitution in Franklin Bank Robbery

Charls B. Koch (DOB 7/27/82), of Stratford, Camden County NJ and Cheri Harper (DOB 10/24/83), of Malaga, Gloucester County NJ were each sentenced in Woodbury today (5/6) to seven years in state prison and ordered to make $7,600 in restitution to Newfield National Bank for their admitted robbery of the bank’s Franklin Township NJ branch at 219 Delsea Drive on Jan. 8, 2010.

Under terms of first-degree robbery pleas negotiated with Assistant Gloucester County Prosecutor Joseph More, the defendants will be ineligible for parole until they serve 85 percent of their sentences.

In their guilty pleas on March 14, the defendants said they entered the bank with Harper carrying a concealed knife and Koch telling bank employees he had a bomb, though none was shown. They fled with cash taken from tellers and were arrested together in Oklahoma during a motor vehicle stop on Jan. 13, 2010. Harper claimed they were en route to Las Vegas to marry.

Pitman SWAT Incident Ended

The Gloucester County Special Weapons and Tactics (SWAT) team determined shortly before 10 a.m. today (5/5) that a man living at 100 East Holly Ave. in the Borough of Pitman NJ, who had recently threatened to do harm to himself, was deceased in what appears to be a suicide.

The SWAT team was activated shortly after 6 this morning after a female companion of the man believed she heard a gunshot fired inside the residence. The man had indicated to an ex-wife an intent to do harm to himself.

After neighboring homes were evacuated, members of the SWAT team confirmed the man was inside the home and was deceased. A weapon was on the floor near where the man lay.

Members of Gloucester County’s Emergency Response Team (ERT) and the Pitman Police Department assisted at the scene. Also responding were police from Glassboro and Mantua townships and the Underwood-Memorial Hospital tactical mobile intensive care unit.

GC Adds to NJ's 12K Lb. Drug Take Back

All law enforcement agencies in Gloucester County received expired or unwanted prescription medications in Saturday’s statewide Take Back New Jersey effort to get residents to dispose of medications that can be abused.

The Drug Enforcement Administration’s New Jersey Division reported that more than 12,000 pounds of pharmaceutical drugs were dropped off at collection centers. “A great day for us here,” said Agent Doug Collier, spokesman for the division. The drugs were transported to the division in Newark for disposal.

In Gloucester County, all municipal police departments, the Rowan University PD and the county Sheriff’s Office staffed collection boxes, including one at the County Store in the Deptford Mall where a sheriff’s officer was present. Medicines were dropped off with no questions asked, in hopes that they would not someday end up in the wrong hands and contribute to overdosing and addiction.

“It was a success,” said Sgt. Danielle Lorusso of the Gloucester County Prosecutor’s Office, countywide Take Back coordinator. “Every department collected something.”

“Congratulations to all agencies that have helped remove a potential danger,” said Gloucester County Prosecutor Sean F. Dalton. “I applaud this cooperative effort,” said county Freeholder-Director Robert Damminger, “protecting both their children and the community at large.”

Ex-GCC President Charged With Forgery

Dr. Russell A. Davis, (DOB 9/16/58) of 158 Chancellor Dr., Deptford Township NJ, the recently-resigned president of Gloucester County College in Deptford Township, has been charged by the Gloucester County Prosecutor’s Office with 11 counts of forgery.

The charges were served on Dr. Davis when he agreed to appear at the GCPO offices today (4/29). He was released on his own recognizance.

Ten of the charges accuse Dr. Davis, while he was employed by the college, of signing the name of a Gloucester County College official responsible for authorizing the submission of loan applications to the college pension fund. Pension funds allocated to Dr. Davis were, in fact, obtained. An eleventh count alleges the same signature was forged for a hardship application to withdraw funds from Dr. Davis’ pension account. The acts alleged occurred between Feb. 9, 2010 and March 14, 2011.

There is no allegation that funds belonging to the college were taken and no indication of other criminal wrongdoing. It should also be noted that the charges filed do not allege any misuse of the college president’s office to obtain pension funds.


However, the GCPO has been advised an audit will be conducted of any college accounts Dr. Davis could have accessed to determine whether there are any improprieties. Through the college legal counsel, Prosecutor Sean F. Dalton has asked that anything remotely out of the ordinary be referred to his office.

In addition, the New Jersey Comptroller’s Office is undertaking a review of the compensation of all community college presidents in the state. That action followed the resignation of a Monmouth County community college president amid allegations of improper spending.

Woman Sentenced in $400 K Theft From Doctors

Roselie Hernandez (DOB 4/1/66) of 125 Alliance St., Woodbury Heights NJ was sentenced today (4/29) to five years in New Jersey state prison for stealing more than $400,000 from a Woodbury medical practice between 2002 and 2009 while she was its bookkeeper.

Hernandez came to court with a cashier’s check for $80,000 that she was prepared to turn over to the doctors of Nephrology Associates as restitution in hopes of avoiding prison. A provision of her Dec. 13, 2010 negotiated guilty plea would have allowed her to receive probation and an order for full restitution if she produced $100,000 at sentencing. Sentencing was originally to be in March but was postponed, in part for medical reasons. Hernandez was charged Dec. 7, 2009.

In court today, Superior Court Judge Walter L. Marshall Jr., noting the substantial size of the theft, said the “specific agreement” Hernandez had agreed to would be enforced, as the victims wished. “You negotiated a deal and you have not lived up to it,” the judge said. In sending her to prison, he also ordered $400,000 in restitution.

While Hernandez’ lawyer said “blood, sweat and tears” went into the raising of funds for the check his client carried, Assistant Prosecutor Vincent Malfitano said the medical practice’s physicians worked many extra hours to make up for their financial loss, had felt a breach of trust in Hernandez, yet were willing to continue the medical treatment of her husband.
